He does not say “we will not allow Iran to get nuclear weapons,” but that his “policy” is not to allow them to do so. “Absolutely” is meant to suggest decisiveness, but it refers to the supposed clarity of his rhetoric, not to any absoluteness of policy, let alone to any absoluteness of action.
