Yes, but the tax rates were NOT un-equally applied, nor were there handouts of the earners' tax dollars to inner-city parasitic tribes, to keep them on the dole and voting for the handout-party.

Income taxes were used to pay for the costs of war, initially, and even into the 1900's.
