If Democrats were to take control of the House of Representatives after the November elections, Minority Leader Nancy Pelosi said her party would “amend the [U.S.] Constitution” on the “very first day” to overturn the Supreme Court’s “Citizens United” decision.
President Obama said he supports a constitutional amendment to reverse the ruling and keep undisclosed corporate contributions out of elections.

Any person who attains the position of Speaker of the House, and then tells the American people that “we have to pass bill so you can find out what’s in it,” should never be taken seriously by anybody about anything.

Nancy CONVENIENTLY forgets to mention that it takes 2/3 of BOTH Houses [290 in the House and 67 in the Senate] OR 2/3 of the States [calling for a Constitutional Convention] JUST to propose an an amendment that would be sent to the States for ratification. The number of States required is 34.
She ain’t got the votes.
For ratification, 3/4 of the State Legislatures [or Constitutional Conventions] need to concur. The number for both is 38.
As for time limits - amendments can be open-ended with no expiration date, or time limits for ratification can be written into the amendment’s language. The Constitution does not specify any arbitrary time limit.
Time limits [when used] have been traditionally set a 7 years [Example: The ERA Amendment].
Why these wankers want to kill the very process that allowed them to rise is beyond me. She has no clue about the Constitution or the States that ratified it.
Nonetheless, that witch’s party is toast and she knows it.
Amend the Constitution? Just ignore it as the Jackass Party mascot is wont to do.

It's really a guideline more than a rule. The point being made is that it intentionally takes years to amend the Constitution so nut cases like Pelosi don't put ten percent of the population the Republic in prison camps or force citizens into servitude to the federal government on a whim.
