So what was there to complain about if the senate waived the Stafford Act?

I heard about this the other day and couldn’t think of why he would vote against it except that it’s hard to agitate people whose problems are being solved - i.e. he wanted to make sure they had something to bitch about.

The bill included funding for the troops in Iraq, so essentially the radical Barack Obama trumped the compassionate Barack Obama (or he was so badly read up on the issue that he didn’t know that the aid for NO was included). I think the speech was in part to protect himself from possible backlash of his stand among the black community.
