Yes, but the youtube video was in place for months. A copy was sent to the Egyptian cleric two days BEFORE 9/11. The film was used as a CATALYST.

A big question is who forwarded it to the cleric. Also, Nakoula is not the one who uploaded it in June.

Clinton's statements on the day's events, released through the State Department's website and Twitter feed, condemn "in the strongest possible terms" an attack on the U.S. consulate in Libya in Benghazi that left one American dead, but offer no condemnation of the attack on the U.S. embassy in Cairo.
Instead, Clinton reiterates an apology issued earlier today by the U.S. Embassy in Cairo--now deleted--which said: "We condemn the continuing efforts by misguided individuals to hurt the religious feelings of Muslims." (Note the time of that Twitter feed 7:54 PM Sep. 11, '12. I believe that is EDT which would be 1:54 AM Sep. 12 in Cairo and Benghazi.)

After the breach, as public criticism of the statement grew, the Cairo Embassy Twitter account continued to send out tweets defending it, some of which were later deleted. One deleted tweet, originally posted at 12:30 a.m. Cairo time, said, "This morning's condemnation (issued before protests began) still stands. As does condemnation of unjustified breach of the Embassy." (That would have been 12:30 AM Cairo time on Sep. 12.)

So, depending on which account of when Hillary tweeted the apology, 12:30 AM or 1:54 AM, it occurred right about the time the ambassador reached the hospital and during the height of the fight at the annex. Shortly afterward the tweet was deleted.
