A month before the election, the campaign starts stockpiling cash to pay voters and precinct workers. They need a lot of cash to pay for votes. They get more expensive every year. They have to pay for buses to take people to precincts to proxy vote for people who are shut-in or dead. Those riders have to be fed and compensated.
