Joe Biden (smiling uncontrollably) to Paul Ryan: WHY SO SERIOUS?!
I think Ryan was blindsided by Biden’s disrespectful attitude. In the beginning Ryan has that deer in the headlights look. He seemed like someone who was expecting something totally different than what he got.
It took him at least 30 minutes to comprehend what was happening, then he started to adjust and become more assertive while still remaining polite. By the end, Biden had mellowed a bit and Ryan got back on his game.
