The fact that the initial requests might have gone through the State Department is a Red Herring. 0bama certainly knew the truth of what happened within a day if not hours and continued to try to cover up the intelligence and administrative failures with one ridiculous lie after another.

I fully expect Hillary Clinton to do something to retaliate against both Jay Carney personally and also Joe Biden in the next few weeks.
