I think you are onto something here.
Go back to commentary when he was the editor of the Harvard Law Review. Others said he showed up and was never seen again. That is exactly his style, he is nothing but a community organizer. He appointed many Czars to carry out some policy of which he maybe provided some general framework. The rest of his job as he sees it is just running for reelection.

I have read he wasn’t a good community organizer, either.
I would need to hunt a few articles but it was noted that he wasn’t any good at community organizing.
