I worked for General Haig in Iowa when he briefly ran for the White House in 1987-88. He meant that as a warning to the Soviet Union and China, not as a grab for power, but of course, the press used it as a cudgel.
That's how I took it at the time. The spokesweasel was hemming and hawing , making it seem we were headless and Al Haig recognized the problem and took prompt action.
