It's an attempt to divide blame in order to diffuse it. Hillary has to take the fall for pre-9/11 security lapses, and for the events of 9/11. Barack has to take the hit for the cover up, because he and his flunkies continued with the preposterous video story for nine days after it became clear it was a lie.
No complicated conspiracy stories are required: Bill and Hillary discovered to their very great shock that race trumps gender in their party. It trumps EVERYTHING in their party, because without a 90+% black vote, the Democrats cannot win any election with national implications. Think about what it means: a net 80% of 13% of the electorate. They START with a 10% advantage because of a nearly monolithic block of voters.
The downstream implication for Bill and Hill is: if they want any chance of winning the nomination in 2016, they must have 0bama's blessing, and that is why BJC ate a huge sh!t sandwich and gave a rousing endorsement of a man he despises at the convention. The Clintons know perfectly well from their own prior experience that four years is forever in American politics, and it will all be forgotten in the next primary season -- anyone still remember BJC was impeached AND disbarred? Nope.
So Hillary is going to suck up every bit of the blame. The best outcome for them is that Zero loses, but they can't under any circumstances make that public knowledge. The lawyering up by Bill is nothing more than a warning shot to 0bama that he'll only take so much. So far we have not seen commentary with deniability by the Clintons' usual loyalists. Lanny Davis, Paul Begala, and James Carville are quiet. That says Hillary is going to bend over and take it all.
When you see someone on CNN talking to Donna Brazile about whether she thinks Hillary can weather the storm, and run successfully in 2016, and Brazile suggests that some of the blame goes higher than the SoS, you'll know there's a split brewing. Brazile is the obvious person to draw first blood if the Clinton's decide to come out swinging. My bet: they won't, unless it's 100% clear that 0bama is going to lose.
