Of course you make a good point!

But as I read it, the point you make was not the purpose of the article, though...the purpose is clearly to exonerate Obamugabe...Obamugabe’s POLICY is to degenerate oil and coal production and “punish” those industries.

Part of my point was that only 1.5 lines of the article had any validity. In that smal portion of a sentence, the article unwittingly points out that the only thing the government can to to have a positive influence is to get out of the way. Anything the government tries to do to actively have a positive effect will be ineffective at best. That is absolutely NOT what the author is attempting to accomplish in the article, but the author nonetheless did stumble onto one valid point.

While the federal government makes energy production difficult or impossible on federal lands—as it has done under the Obama Administration—private lands can provide much-needed energy resources and economic revitalization. All government needs to do is get out of the way.
