Summary of the eRumor: This is a forwarded commentary by a urologist named Sebastian J. Ciancio, M.D about a woman in her twenties who he says is having babies just to be supported by the welfare system. The mother already has seven children who have been released to the custody of their grandmother and the doctor says the Department of Child and Family Services in Illinois is paying the family $1500 per child plus groceries.

The Truth: Dr. Sebastian J. Ciancio, of Danville, Illinois, told TruthOrFiction.Com that he is the author of this commentary about a conversation that he had with an emergency room physician. He emailed his commentary syndicated radio host Rush Limbaugh and a few friends. Soon afterwards his commentary went viral on the World Wide Web. Dr. Ciancio also told us that several unauthorized versions of his email have been circulating the Internet that have included photos and might have been modified by others.

Here is the Dr. Ciancio's letter:

Dear Mr. Limbaugh,

I was speaking to an emergency room physician this morning. He told me that a woman in her 20's came to the ER with her 8th pregnancy. She stated "my momma told me that I am the breadwinner for the family." He asked her to explain. She said that she can make babies and babies get money for the family. The scam goes like this: The grandma calls the Department of Children and Family Services and states that the unemployed daughter is not capable of caring for these children. DCFS agrees and states that the child or children will need to go to foster care. The grandma then volunteers to be the foster parent, and thus receives a check for $1500 per child per month in Illinois. Total yearly income: $144,000 tax-free, not to mention free healthcare (Medicaid) plus a monthly "Link" card entitling her to free groceries, etc, and a voucher for 250 free cell phone minutes per month. This does not even include WIC and other welfare programs. Indeed, grandma was correct in that her fertile daughter is the "breadwinner" in the family.

I hope you share this story with your listeners so that they know how the ruling class spends their tax dollars.

Progressives/Liberal/so called Democrats champion this welfare that dumbs down America - It seems the African Blacks love this life....how well educated they are and many live in the luxury of fine prisons with free room and board. SHAME Ill. and other WELFARE STATES.

Vote NO for those who champion this sort of Welfare...Sterilization for men and women who play this game? What future do these welfare babies have in life.........?

Has anyone in elected office have the balls to stop all of these blatant abuses of the entitlement programs designed to help people in real need.

All across America people on food stamps are filling grocery baskets with meat, selling it for about 80% of the costs and either feeding their children junk or starving them.

People on food stamps should be only allowed basic food groups and their food supplied to them directly through a network of providers. No-one has the guts to do this.

I don’t know where the $1,500 figure came from. I fostered a baby and received $400/mo. I spent FAR more than that every month. But it helped immensely and I’m grateful to have received it.

A lot of Medicaid beneficiaries are making money off Medicaid by posing as pain patients and receiving narcotic prescriptions. There are of course patients with legitimate pain disorders that require narcotic treatment. The problem is that the system is being overloaded by scammers and the result is more crime and wasted resources. The victims are, as always, taxpayers, and those individuals that have a legitimate need for safety net services.
These stories underscore the need to de-centralize the safety net programs. From a practical and Constitutional perspective, these programs should be administered by individual states, local municipalities and charitable organizations. Federally administered social programs are always ripe for fraud and waste.

There is big money in theraputic foster care, up to 4K per month depending on the state. Some kids if they are considered at risk or from certain demographic groups in certain states get big bucks.

In New York, foster care rates are $533/mo for ages 0 to 5, rising to $727 for ages 12+. It's doubled for "emergency placement". If the child is "exceptional", it's $1772, which provides an incentive to have the child qualify as "exceptional".

The child also gets up to $81/mo clothing allowance. Plus I would imagine food stamps, health care via Medicaid, qualification for Section 8 housing.

I'm sure if you are a reliable Dem activist, then you will get all the help you need to maximize the money you get. If you are registered Republican, you will likely be found "unqualified" to be a foster parent by the social worker.

This is indeed the new welfare scam.

As per my previous post, to get max rates, you child needs to be classified as "exceptional":
The child requires 24-hour-aday care by a qualified nurse or someone supervised by a qualified nurse; has severe behavior problems and requires high levels of individual supervision; has severe mental illness, such as schizophrenia, severe developmental disabilities, brain damage, or autism; or has AIDS or HIV-related illness.
By encouraging the child to display psychotic behavior on a regular basis, you can get an extra $1000/month per child. Nice incentive, eh?

It depends on the area, the child, and your "connections" into the establishment. The more psychotically you can get the kid to act out, the more payments you get. See my posts 10 and 12. The links are to the official New York foster care documents.

parents. The State of Illinois reimburses expenses.

The title is preposterous: The poor are not enslaved.

We taxpayers, some having to cough up 50 % all told in taxes, so that these worthless a$$holes can live as well as we do, not work, and not pay any taxes.

No, the upper-middle and upper classes are the enslaved ones.

It is your post which is fiction. See my posts 10 and 12, taken from the official NY State documents for the foster care system.

If I cared to dig enough to find the equivalent docs for Illinois, I'm sure the situation would be similar.

Yes, you are correct that the foster parent does not receive a salary. The foster parent receives a fixed sum per child, which is what the article at start of thread was talking about. fostering a single kid is not enough to live on. Foster enough kids, and one may make a good living as a foster parent, IF you are on good enough terms with the social-service establishment that they get you qualified for the max rates. You are likely to get the best rates if you are a Dem party activist.

I can vouch for this with 20+ years of experience investigating fraud and corruption. In fact if you want to put a face to the name of what has caused the meltdown of the financial foundation of America I would have to name fraud as the most significant factor from Enron to Fannie Mae to Freddie Mac fraud.

I could be wrong, but I was under the impression that Obama had dismantled most of that act by Executive Order.
