There is still one theory out there that explains why the two seals were repeatedly ordered to stand down. It also explains Panetta’s remark about not having enough info.
Perhaps this was really supposed to be a hostage situation from the start that went awry.
The two Seals supposedly defied orders to stand down because they knew killing was happening. But what if the O admin only thought the result would be Stevens and Smith taken hostage and they figured those two Seals were going to screw it all up.

The WH excuse might be that they trusted the ‘friendly’ Libyan security forces to repel the attack. Never mind that the drone video would have shown that they had run away, or were blocked out by the hostiles’ trucks.. No doubt, they were peeved at the YouTube video, blew off the Americans and went home...’</sarc>.
