You need a handgun permit or CC permit in NC to do a private handgun sale or any sort of private transfer like inheriting or gifts.
Been that way since Brady, I believe. It’s actually quite restrictive. You have to pay a fee and get a background check for the permit, then you have to take the permit to the dealer, where you get another background check for the purchase.
If you have a CC permit, that takes the place of the purchase permit.

A loophole is also a small window in a wall, used to shoot arrows or bullets through. Closing it prevents the enemy from doing the same.
This can become another FR legend, like Stuned Beebers.
Note that this NC purchase permit is strictly useless paperwork. No serial numbers or anything are associated with the purchase permit. There is no association of any handgun with the permit. It’s strictly a useless extra fee and extra background check.
Basically, you go to your sheriff and pay a fee, and in a few days he gives you a piece of paper that says it’s okay for you to receive a handgun from someone in NC. You then take that piece of paper to your dealer, or whoever is transferring the firearm to you.
Of late, I've been acutely aware of language and how we use it ... not trying to get into a pissing match, just pointing out the obvious.
Example;
In the store, the clerk says, "That'll be $29.95" and I ask,
"OK, but what is it now?"
The machine asks; "Is $29.95 OK?", and I counter,
"How would I know?"
etc.

This reminds me of a hunting question thread a few years back; it was hysterical. Unfortunately, the name of the Freeper who posted it escapes me now, so I can’t ping him. Sometimes these threads are the most fun of all. In fact, I believe “hugh and series” may have originated from that thread.
It reminds me of the election when Kerry ran—there were so many times when I had tears running down my eyes from laughing, with his goofy pictures and very funny comments following them. :)
