I cannot recall a scandal involving politicians and hookers where the hooker ratted on a politician who paid her the full amount in cash and walked away after he was done. Menendez did not pay as agreed. Spitzer was so dumb that he paid the hooker with bank wire transfers. The secret service agent in Colombia was too cheap to pay the agreed upon sum. The only ethical people invovled in these scandals are the hookers.

Don't forget "Einstein" Jerry Springer who paid a prostitute with a personal check.

He seems to have done pretty well since then, though.
