There's a term for that, it's "incitement". Especially in this environment. Maybe some idiots will get the race war they've been craving for ... too bad it'll turn out like Thomas Sowell suggests (saying that the only thing worse than a one-sided race war is a two-sided race war. One where one side vastly outnumbers and outguns the other).
