Military man, maybe West Point, ingrained sense of duty....and all that. I think it has all come to the fore for him.....and I don't think I'm reading him wrong.

The only reason I can think of is that Issa feels the General's testimony wouldn't be believed now because of his affair.
Even that opens a new can of worms....is this some kind of game plan by someone.....oh, my mind's in a blender.....
