Yup, something’s odd. It makes sense that the “missing” 304 would take a bit longer to count, per ballot—they were apparently ballots that had write-ins, so they could not be machine-counted—but they can’t count 304 in 2 hours. If they had even 5 people counting, that’s 2 minutes per ballot, which seems like more than enough time.
