I’m not up on the rules of Congress, but that certainly it seems as if passing laws that are not even written yet should not be legal.

For decades now, Congress has written "laws" that consist of a vague goal and authorization for federal agencies to write regulations to implement that goal.

Clean Water Act, Clean Air Act are great examples. CWA originally covered only “navigable waterways” and now covers anything wet, or even dry land if cattails or other ‘aqueous” plants grow on it.
