OK, I'll take a shot at this. The requirement is for the President to be sworn in at 1200, January 20. If that occurs on a Sunday, then the public ceremony is held on Monday, the 21st, but the President is sworn in at the White House on Sunday. This occurred with the second inaugural for President Reagan. I was there for it as I worked the event as a White House Social Aide. The press all worked off one pool camera that broadcast the event. And if you saw it on TV, you saw me as I escorted Minister Billy Graham to the stage who said the prayer during the swearing in. By the way, I can also tell you that Nancy Reagan was particularly insistent that the swearing in occur at precisely 12 noon.

This isn't anything special, it's just that January 20 falls on a Sunday this time around. And, as I recall, there were no press at Reagan's second swearing in at the White House - just the pool camera and the regular White House photographer to document the event. About 90 guests were invited to observe and then another 200 or so were invited to the White House immediately after the swearing in for the after event party.

What a wonderful privilege.

I understood the reason for taking the oath twice this inauguration, but posted the thread for two reasons:

1) the WH press is exerting itself to ask for an open-to-the-press swearing in versus the planned private ceremony closed to the press.

2) This second-term scenario is so reminiscent of Obama's last term swearings in.

Despite historical precedents, I submit that ALL government oaths of office should be administered publicly and preserved, using the most transparent technology possible (video/film) whenever possible.

BTW, I did some research and would like to correct an error I made in post 29 to Hotlanta Mike:

There WAS audio of Obama's re-taking the oath (and a photo, but no VIDEO).
