House Joint Resolution K: Repeal constitutional prohibition on graduated state income tax
Introduced by Rep. Jim Townsend (D) on March 12, 2015, to place before voters in the next general election a constitutional amendment to repeal an existing prohibition on imposing a graduated income tax (as opposed to Michigan’s current flat tax). House Bill 4341 would impose rates of between 3 percent and 10 percent.

House Joint Resolution J: Establish five year sunset on administrative rules

Cindy Gamrat (R) on March 5, 2015, to place a five year sunset on any new rules or regulations imposed by a state department under the administrative law power delegated to it by the legislature. At the end of five years the rule would remain in effect only if a two-thirds majority of those present and voting in both the House and Senate agreed to the extension.

Senate Bill 206: Revise NTRC state land acquisition details
Introduced by Sen. Darwin Booher (R) on March 12, 2015, to revise various rules and restrictions on spending money in the state Natural Resources Trust Fund, to which royalty money earned on state land oil and gas leases is earmarked, and which may be used to buy more state land or on recreation projects. Among other things the bill would prohibit the Department of Natural Resources from from restricting access to land acquired with NRTF money, or buying land with money from any source unless it is first denied NRTF funding. It would also allow land to be purchased in a way that removes use restrictions; require at least 25 percent of the money available for land purchases be used for trails; and more.

House Bill 4075: Cap fees for electronic copy of electronic county documents
Passed 104 to 4 in the House on March 17, 2015, to cap the fees county treasurers can charge to furnish requested transcripts and records in electronic form when these are already stored in electronic form, at 25 cents per page and a maximum of $1,500 per request.
