No EO can overide the Constitution. It would be summarily ignored. As would any manufactured 'state of emergency.'
To the dimwits who wring their hands and ask, 'why do we have so many of these incidents?' there are two reasons. This is one of the largest countries in the world. Among 316,000,000 persons, you WILL have one of the 25% who are functionally insane, one of them will act out.
And when those insane are treated as normal for PC reasons, there is always a price to pay for irrational empathy. Just pray it is never a member of your family.
