If I went into Washington DC with a pick up truck load of high cap magazines and started handing them out to anyone claiming to be a journalist, I'm sure the DC Police would be OK with that. I'd be an investigative journalist trying to determine the effect of high capacity magazine possession on other journalists.
Sure, technically I broke the law, but I didn't intend to commit a crime.
