It would be perfectly within his authority as President to direct that the DOJ actually prosecute the felon-in-possession cases that are referred to it, as it hasn’t, since he took office.
Operation Exile worked. It has effectively ended, since the end of the Bush administration. It would be fully within Obama’s authority to order it started, again.
But, then, it would result in actual violent criminals who use illegal firearms going to prison. And that doesn’t further his true goals.
