They need all this background and registration for one single reason.
During WWII, when Dems illegally interred the Japs in concentration camps here in the US, they knew where to find each and every one of them. All they had to do is go to the Census Bureau and they had every street address they wanted.
That's all that the gun registration is for. When they decide to go all out and confiscate them, they're going to know where 95% of the guns are at and who owns them.
