Not very much info here, but as written her position is a little bit silly.

She could have worn a button right next to the badge stating that the badge did not contain a chip and she was not participating in the RFID program. In which case she would be neither participating in the RFID program nor leaving others with the impression she was.

Although we should recognize that the system does not track the location of the student, it tracks the location of the badge. The obvious way around this limitation is to implant the chip, possibly in the hand or forehead...
