No, he can't say a mass in public anywhere, only in private. Cardinal is a title of honor. The only privilege of a cardinal is that he can vote for the next pope, although in this case that would fall under the prohibition of public activities. I don't think this has ever happened before, but I don't think Mahoney could visit Rome for any official actions.
