I know quite a few folks from various parts of Illinois and they generally feel unfairly associated because when people think Illinois, they instantly think Chicago. The truth is, practically the entire rest of the state looks upon Chicago with utter contempt.
I would claim that every un-fired round represents a life saved. OTOH, if the perpetrator had been a NYC police officer, a couple of dozen un-fired rounds could have represented only one life, given the abysmal marksmanship of that organization).
