Every day for the past 22 years, California's background checks have stopped about a dozen felons, mentally ill people and others from buying guns.
When prospective gun buyers stride into California gun stores such as Ron Kennedy's Canyon Sports in Martinez, they must swipe their driver's licenses or state IDs. That sets off a review process that runs their names not only through the same FBI criminal database other states use but also almost 20 other sources, from mental health records to DMV data. It's a check more rigorous than any other state's.
California is also one of only two states -- Rhode Island is the other -- requiring such checks not only for purchases from licensed gun dealers, but also for all purchases at gun shows, or even if you're just buying a gun from a neighbor.
For those reasons, California's universal background check system is being held up by gun control advocates as a model for the rest of the country. Yet in the emotionally charged national debate that has ensued since December's massacre at a Newtown, Conn., elementary school, whether implementing such a system nationwide would prevent similar tragedies and gun crimes remains a bitter point of contention.

It's true that California does, unlike many states, retain information submitted for background checks for handgun purchases. And next year it will start retaining that information from long-gun purchases.
Background checks do not work. Actual enforcement of prohibited possession works.
From the article it is clear that “Universal Background Checks” is code for “Universal Gun Registration”, which is equivalent to gun confiscation in the slow mode, over time, maybe decades.

Sounds like millions in HIPPA lawsuits are forthcoming.
I can see an enterprising attorney putting together a class actin lawsuit against the state.
Well it certainly seems to have worked in kali. NO criminals get/have guns there anymore. That is unless they are in the 40% (or is it 100%) bought at gun shows where background checks are forbidden. LOL!
I was considering that the next time I go to the docs, taking a straight edge and lining out all the items on the HIPPA form with which I object to. Think that would work? Probably just an X across the entire page.

Not only is this worthless but it infringes on my right to keep an bear arms. What don’t they understand about the fact that anytime you have to ask the government if you can own a gun and get their permission it is an infringement on my right?

A dozen people in 22 years of gun control. At a cost of tens of millions a year. I imagine a fully staffed prison for repeat violent crime prisoners would cost far less and do a hell of a lot more than the revolving door prison system in California vs background checks.
Just one random warrented search a year of a gun felon on probation for weapons vs this boondoggle of a computerized bean counter anti-gun fantasy is obviously more effective.
But perhaps the goal is not anti-crime?
