Senate Democrats effectively delayed a Republican voter identification bill for another year after Lt. Gov. Bill Bolling, a Republican, sided with them on Monday to break a party-line 20-20 tie.
Bolling voted for a Democratic amendment that delayed the voter ID changes to July 2014. It was the first tie-breaking vote of the 2013 session since he withdrew his GOP gubernatorial bid last fall, pledging a new independence from his party.

The bill, sponsored by Sen. Richard H. Black, R-Loudoun, would have eliminated documents such as residential utility bills, current paycheck stubs or even Social Security cards as forms of identification accepted at polling places.
Meantime, the House of Delegates on Monday backed House Bill 1337, sponsored by Del. Mark L. Cole, R-Spotsylvania, which would trim from the list of acceptable voter ID a copy of a current utility bill, bank statement, government check or paycheck that shows the name and address of the voter.
Sens. A. Donald McEachin, D-Henrico, and John S. Edwards, D-Roanoke, noted that there is no money in the budget to inform voters about the change in standards before Novembers elections.
Republicans sat in stunned silence for 26 seconds after Bolling cast his vote before the bills sponsor rose and asked that the amended measure be advanced to its vote for final passage today.

Once again, Bolling shows his sour grapes by screwing Republicans and allowing his Democrat friends another year of Voter fraud in Virginia.

Not only wrong and stupid but clumsy.
Bolling was on the BOS in Hanover County. I was not living there at the time, but friends who were say this is typical behavior.
He is a whining crybaby. If he wanted to run for governor, then he shouldn’t have withdrawn from the race.
He’s also now on record for expanding Medicaid - a budget buster for sure.
If he thinks these actions are going to magically give him some sort of mandate to run as an independent, he is clearly smoking an illegal substance.
He will hand the election to McAuliffe if he jumps in as an independent. He knows it too. And yes, Bolling is a whiny crybaby.

At this point he just wants to deprive Cuccinelli of the win. He knows HE won’t get it just wants to be sure Cucinelli won’t and doesn’t care if we end up with Gov. McAuliffe. Just a real sweet guy, that Bolling. He and Coleman in a league of their own.
Apparently there’s an update. I questioned an email from Mark Obenshein and received this response:
Yesterday, Lt. Governor Bolling voted with the Democrats on an amendment to another member’s bill regarding voter identification. That bill arrives at photo ID by stripping away the other forms of acceptable ID, but does not provide a mechanism by which individuals may obtain an ID if they do not have one, which the courts have required to date. Today, however, both bills passed, and taken together, they will have that requirement. On each, Bolling cast the tie-breaking vote

Oh, go on and add Linwood Holton in that group. He was one of the main reasons Coleman inserted himself in that race in the first place.
