Don’t judge everyone in the Navy by those five a**holes. Hell, even in service, all but one of them served honorably and just had problems after they left service.
With the exception of Ventura, they were all Zeros (Officers). Ventura was Enlisted, if I recall correctly. He passed the mental exam -at least when he first started out.
As far as getting a commission in the Nav, you gotta be all kinds of roomtemp-level IQ to get booted if you are one of the Mandated Category, as I can attest to (having dealt with quite a few over the years).

Three of the people you mentioned - John Kerry, John McCain, Jesse Ventura - served during the Vietnam War period, JFK during WWII. People who experience war tend to be either non-communicative about their wartime experiences, or internalize the experiences in ways other perceive as bizarre.
