I marched in Nixon’s 1973 inaugural with an M1 parade rifle, including chamber plug and welded bolt. Bayonet was real.

Clearly those are parade rifles, but the idea of a welded bolt just looks so damn much better. Just for reasons of security it makes sense to disable those rifles, like the breachs on the cannon on the town green. Do you really want to have to store those rifles in the arms room and keep them accountable?
