Because they won't act, while NK can. Folks in both countries lost their sense of existential threat. Not just them, though. U.S. are in the same both as well.

Response to existential threat requires drastic action which, in turn, requires sacrifices.

Everybody is busy to rationalize it away into a problem of marginal danger.

N. Korea and China seem to enjoy playing this came. Their action leads to the situation where so many are dead to the point that death becomes mere statistic.
