More than 700 pages of healthcare rules released By Megan R. Wilson - 03/01/13 12:37 PM ET

The Obama administration on Friday released more than 700 pages of new regulations to implement portions of the Affordable Care Act.

The four rules, which are scheduled for publication in mid-March, finalize both major and minor parts of the healthcare reform law that Congress passed in 2010.

Three of the regulations are final and roll out the multistate healthcare exchanges and reforms to the insurance market, including provisions to encourage cost-sharing, stabilize health insurance premiums and prevent providers from denying coverage.

The Department of Health and Human Services (HHS) said the rules would “help to ensure that every American has access to high-quality, affordable health insurance.”

The rules will become effective on May 11, and HHS will take comments on an interim final regulation regarding cost-savings programs and government risk pooling for 60 days after those rules are published.

The other rule is a proposal to implement the Small Business Health Options Program (SHOP), making it effective on Jan. 1, 2015.

The change in the effective date is due to the Centers for Medicare & Medicaid Services receiving comments that warned of the difficulties in implementing the program.

The SHOPs will be integrated into state insurance exchanges as a service to small employers that choose to join.

The program is designed to make it easier for small businesses to offer employees a range of coverage choices. Through the SHOP system, workers will be able to compare plans side-by-side, and employers will have the option of making a monthly payment to SHOP rather than multiple insurance plans.

Comments on the SHOP proposals are due by April 11.

My GP of 22 years is calling it quits. And he is only 58. He refuses to be told what to do in his practice. He hates what Obama is doing to a once noble profession.

I recently read of a poll done during the debate by a major medical periodical (can't recall which one) that indicated that a huge percentage of practicing physicians (can't recall the figure) would consider quitting the profession if OsamaObamaCare became law.I thought I saved the link but I guess I didn't.

True, but the MSM will educate them that by fixing the Medicare and SocSec “problems” via shortening the lifespan, it’s a good thing for the youngsters.

Yes, as in the monthly/quarterly coupon. Extortion...Extortion-Care.

This, 700 pages to begin with, is the beginning of the Arbeitsziehungslager, Federal Education Labor Camp. Distant Learning to start.

And when it was seen that no recovery is happening, Roberts made sure of the vote, to secure the Treasury, fraud so called “bank” paper makers, and fraud so called “insurance”.

I don’t disagree. What I’m saying is all those liberals will be very upset when it’s their relatives being sent home to die without enough pain killers.

I know of a woman who was sent home to die. All she could “eat” was ice chips. It took her a month to die and she was in pain the whole time.

Well, I don't want anyone to suffer a painful death, but I do think that a lot of senior deaths could be a lot less expensive if doctors just backed off. There is no need to delay for years the inevitable. We are all going to die. Fifty years from now, what difference will it make if Joe dies now at age 68 or in five years at age 73? In the vast majority (99.9%) of cases, it will make no difference. Joe will be gone and usually forgotten either way.

What will make a difference in 50 years is if people then are forced to pay higher taxes so that we can give Joe 5 more meaningless years now.

How can we possibly justify spending our grandchildren's money to pointlessly extend meaningless lives? Let them go. Death is natural.

If we quit wasting money trying to pointlessly extend meaningless lives, we won't have any debt problems. And, that is the only real solution to the budget mess we're in.

That's exactly what the administration wants him to do. They want young nurses and nursing assistants to take care of you. They are cheaper.

I can do it but it will take an army of lawyers, Nancy Pelosi, Harry Reid and Maxine Waters to interpret it. By the time you realize it's a ruse, it will be too late. Bwaaaa Ha Ha...
