Boehner: House Will Fund Obamacare in CR; Won't Risk 'Shutting Down the Government'

(CNSNews.com) – House Speaker John Boehner (R-Ohio) said he would not include language to defund Obamacare in the continuing resolution bill when it returns to the House, stating, “our goal” is “not to shut down the government.”

Sen. Ted Cruz (R-Texas) offered an amendment to the Senate version of the CR that would have defunded Obamacare. However, the Senate is controlled by Democrats and, on Wednesday, Cruz's amendment failed.

Cruz pointed out, however, that if the Senate CR differs at all from the one passed previously by the House, the House would have another chance to vote on it, and could amend it then to defund Obamacare.

Under the Constitution, the Executive Branch cannot spend any money from the Treasury unless it is appropriated by a law passed by Congress. The government is now spending money under a CR that expires on March 27. For the government to spend money after that date, Congress needs to pass a new CR appropriating the money. If that CR prohibits the administration from spending money to implement Obamacare, President Obama cannot spend money implementing Obamacare.

Were the House to pass a CR prohibiting funding of Obamacare the only way the president or Democrat-controlled Senate could get money to implement Obamacare would be to refuse to pass the CR and thus shut down government funding for everything else until the Republican House relented and agreed to fund Obamacare.

If the House refused to fund Obamacare, it could not be implemented.

During his weekly press conference on Capitol Hill on Thursday, CNSNews.com asked Boehner if he agreed with Cruz's suggestion that the Republican House should put language in the CR defunding Obamacare when the Senate version of the CR comes back to the House.

“We have voted many times over the last 2 years that we've been in the majority to defund Obamacare, to repeal Obamacare, and we will do so again here in the House in the coming months," Boehner said. "Our goal here is to cut spending.”

“It’s not to shut down the government,” he said.

“I believe that trying to put Obamacare on this vehicle risks shutting down the government,” Boehner said. “That’s not what our goal is. Our goal here is to reduce spending.”

House Republicans have symbolically voted to repeal Obamacare more than 30 times in legislation that did not need to pass. However, every time they have enacted legislation that must-pass to keep the government funded, they have declined to include language that would repeal all or any part of Obamacare or that would withhold funding for all or any part of Obamacare.

The initial $982-billion version of the CR to fund the government after March 27, which passed the House last week, included funding to implement Obamacare. The CR is now being deliberated in the Senate, and if it is amended, will return to the House.

On Wednesday, Sen. Cruz introduced an amendment to the CR that would have delayed funding for Obamacare until economic growth returns to historic averages. The amendment failed in the Senate, 45-52.

Though he did not expect the amendment to pass, Cruz said it was important to stand on “principle,” and urged Republicans in the House to do the same.

“I think it’s the right position for Republicans to be taking,” Cruz told CNSNews.com on Wednesday. “And I think it would be exactly the right decision to then send it back to Harry Reid and President Obama and ask if Harry Reid and President Obama are willing to try to shut the government down in order to insist that Obamacare be fully funded now, even though it could well push us into a recession.”

I have worked with hours and activity for the Republican Party since the days of Hillarycare. Last November I withdrew, cold turkey, after asking, "What's the point?"

I've been sneaking back, first in seconds, then in minutes. I'm this close to joining another lost cause i.e. the Republican Committee for the City of Minneapolis (MN).

Why do we have to be saddled with Boehner? Every time that semi-vir opens his mouth he makes me want to go cold turkey once more. Where, oh where do we get such flaccid-salient creatures who claim to be men???

SHUT DOWN OBAMACARE, at a MINIMUM. There's 10's of thousands of un-necessary, ILLEGAL employees right there that can be shit-canned and save BILLIONS for Taxpayers.

sorry but thumbs down from me.

obamacare will be repealed within a year, you can bet the house on it and it will be repealed with almost as many democrat votes as republican.

Obamacare is a truly horrific piece of legislation. It is so bad, the democrat congressmen will be begging for massive changes a few months before or a few months after Jan 1, 2014.

At that point, it will be repealed in a bipartisan fashion and with the support of 90% of the public.

Our children, who, even if they do not owe college debt, owe so much on this thing and the rest of the debt that they are not going to be singling out any particular politician, they’ll blame all of us for letting this happen.

WHy don’t the Republicans have a counter advertisement to that of the dems pushing, a la repubs, an old guy off the cliff, in a wheelchair, rather a dem pushing a kid to his doom?

Just to show what we’re doing to these people. they’re gonna be pissed. And NOT in the mood to take care of us. And NOT in the mood to keep paying for us in the way of SS. the smart ones are already figuring out that they’re paying 25% Soc Security while they’re struggling with debt, the ones smart enough to get jobs.

They are going to be smart to cut it off for their own retirement, because they’ll need to do so. Boner doesn’t give a care about them and they won’t know who he is.

Here’s how to do it, Senator McConnell instead of making leftists happy:

Vote for repeal, get the President to sign it, and then:

Fire every single federal and/or state employee and/or bureaucrat who has anything to do with ObamaCare, confiscate their taxpayer-paid cell phones, iPads, laptops and credit cards and sell them for scrap.

Take every scrap of paper relating to ObamaCare and shred them, burn them and then bury the ashes at Yucca Mountain.

Rip out the phone and fax lines at every single government office implementing ObamaCare. Sell-off all the assets, furniture, fixtures, and turn out the lights, close the doors and padlock them.

This entire procedure could be utilized in destroying most of the remaining apparatus that comprises the evil central socialist government.

Allen West was defeated by the GOP redistricting. Jerrymandered district put him out of office. That is what the GOPe in FL did.

Yes, it is time to purge the GOP or burn the house down.

Either the “leadership” finds a pair, or we will fix this on our own. And that will leave them out in the cold.

Boehner = obama What ever obama actually wants, Boehner makes sure he gets it. Granted, they squabble for the media and the sheep and obama lets him win some minor points, but when obama actually wants something done, Boehner sees to it that it goes obama's way.

Recall the Republican battle cry of 2010,"Elect me and I will defund obamacare?" Well they were elected and they had one symbolic vote to defund obamacare. The sheep were pacified. However, there is one fly in the ointment, according to the rules or according to something known only to Congress, no existing program can be defunded when w C.R. is in effect. Why do you think that there has not been a budget passed?
