Well, if you have a pluralistic society where there is no consensus on morality (beyond the basic idea that murder and theft are "bad") then the only link between law and morals is based on political power. Without a belief in a universal moral code there is no objective standard, and therefore (in a democratic system) it all boils down to numbers. Laws become decided
purely on the political "punch" of those who are concerned enough to express an opinion. To a certain extent this has always happened, but its never been
solely true, certainly in Western nations before.
