No, living standards are far above the third world. I'd think of them more like sections of major European cities, though there it's more an Arab problem. And law enforcement still enters the enclaves here in the US. And these aren't gang bangers, just kids in the neighborhood. I'm thinking this doesn't present a good path to the middle class, working and all that.

In the Third World, there are rigid classes.
In America whether you profit or lose is dependent upon you.
In the Third World one cannot profit unless THE GOVERNMENT decrees that one is allowed to do so.
In America if THE GOVERNMENT would withdraw all regulation and financing to a Governt Controlled City, such as Detroit, would Detroit not very soon become a Third World City?
In a Third World foreign City, such as Cairo on the banks of DeNile River, how long would it take for them to become a mecca of Capitalism if THE GOVERNMENT would withdraw all regulation and financing?
