In a way that did happen. In about 1996, ACORN and others started a campaign from The People’s Republik of Boulder to start voter fraud to takeover Colorado. They haven’t stopped.
Back around 1985 I saw a bumper sticker in Cortez “Don’t Californicate Colorado”.
Apparently nobody paid attention.
