No,silly. There is an ammo shortage because AQ needed them after "stealing" all those (full auto) M-16s:

And of course the AQ "rebels" in Syria are getting everything up to shoulder fired missiles:

so they no doubt need lots of ammo as well.
And of course the AQ "rebels" in Libya needed ammo after acquiring assorted weapons from the US:

So don't go hatin' on the poor Somalians. No doubt Fearless Reader has his reasons for having confidence in them, just as he has reasons to be concerned about American citizens having semi-automatic "assault" weapons.
It's a good thing that we have secure borders. Otherwise I might be concerned about all of those well armed Muslims sneaking back across the border. They wouldn't need to practice with the new DHS targets:
