If they’ve already made an arrest based on this footage, does this suggest that the perp is someone who was already on their radar for previous activities or affiliations? How can they go so quickly from “a dark skinned man” to a specific man?
How so quick? Facial recognition software.. or they got lucky.

Yeah, I’m guessing it had to be somebody who was already on a watch list.
My suspicion is that although they said "there are no suspect", they had a possible suspect (from witnesses and photo evidence submitted). I also have suspicion that the Lord and Taylor video evidence is compromising of said suspect (the missing piece in a puzzle that ties someone specifically to THE bag at the scene of the crime).
Better be able to make the case before going forward with "witnesses suspect it was this guy...".
