If you watch the rest of the video there are people walking behind them doing the exact same thing...walking at a distance from each other.
I noticed the same thing, they are not walking together like buddies, they are purposely staying apart from one another

balloonman is equally paced in front of the two suspects.
Blast photos show those balloons rising in the air.
Suspect two was on the phone...with whom?
I’m guessing a spotter used balloonman to locate the perps in the crowd and tell them, through suspect two cell phone, where to place the device(s).
but that’s just the guess here.
