I don't think they are inept. With about a thousand dollars worth of supplies they have killed four people, wounded 160, and brought a major city to a halt, causing billions in lost GDP. That's exactly the kind of asymetric battles they want.
On a side note, this makes the film The Dark Knight an even bigger masterpiece. People will look back at that and see it as the movie of this generation.

Well, x-rays and gamma rays don’t activate material. It either has to be contaminated by material being embedded in it, (any most sources are well sealed, preventing release) or activated by neutrons. Most medical procedure materials are fast decaying.
I had an Iron-55 source that had decayed to the point where a source disposal company said I could feed it to my dog, but regulations required all manner of paperwork to get it off the books and “properly” disposed of.
Some time back we awoke to find our garage had been looted.
The local Sherriff told us there are crooks armed with just about every garage door opener available. In the wee hours they ride around slowly, clicking the remotes to see if any doors open.
When a door opens they drive away, wait awhile, then drop someone off nearby to walk past the home to see if the door is still opened. If it is they quickly loot the easy stuff and leave the area.
Like most homes, once someone gains access to the garage it is an easy job to gain access into the house.
After that experience we put the door opener on a convenient switch so we can power off every night and when we go out and leave the home vacant.
Unfortunately Boston is one of "their" cities not one of "our" cities. But you point is well taken.
Janet Napalitano was hired to appease Radical Islamists, not to find them.
She was hired to look for terrorists among the Tea Party and the Evangelical Churches, not people who attend radical Mosques or among those who advocate Islamic Jihad.

My sister was involved in investigating a case in Germany where the OSI and German police fired hundreds of rounds at targets who were trying to kill an undercover agent. Dispite the fact that the targets had zero cover, the OSI and German police hit no one. The book above explains why and the investigation revealed that they were incapable of actually killing anyone, even to save one of their own. The book above is an awesome read. Anybody who carries concealed or protects their house with a gun should read it. Mostly, people use display behavior. They fire for effect with no intention of killing. (Animals do this by hissing and trying to look bigger. It’s the same thing.)
We have trained our cops and FBI to the point where they are more a danger to themselves and bystanders than to somebody trying to kill them.
The upshot of the investigation was that no OSI agent was actually capable of killing anybody. The report was sent back and re-written to a conclusion less embarrassing.
