The notion that it is a futuristic concept for the State to own the children of a society is nonsense, because the notion is nearly as old as human civilizations.
Hitler implemented such plans in the Third Reich in the 1930s and 1940s, especially with the assinilation of what he described as the adoption of Aryan children with foreign born parents he ordered to be liquidated.
The Soviet Union engaged in the forcible removal of children from the home to be educated or indocrtinated in Bolshevism.
The French Huegenot (Protestants) had Royalist Catholic French soldiers boarded in the homes of Protestants to indoctrinate the children into the French Catholic state religion.
The Spartans of Greece compelled young boys to be raised with their mothers in the women’s barracks until they were old enough to be moved into the barracks with the young male warriors in training. Older male warriors institutionalized the practice of pedophilia and pederasty among with older male warriors forming sexual relationships with the younger boys being indoctrinated into the warrior ethic. Male warriors were not permitted to marry aa woman until much later in life than in most other societies.
The examples continue back into the dawn of civilization. The Borg assimilation is just an extension of ancient human history.
