My experience w/Balmer is pretty much confined to Hopkins Hospital. But what does it say when the nation’s pre-eminent hospital requires its patients and visitors to have a guard escort them in broad daylight to a place half a block away, that’s visible from its main entrance?

A couple of years ago we went to the Inner Harbor to hear a summer concert. Around 9pm or so you could sense a distinct change in the atmosphere; the night belongs to THEM. Not long after we left there was a shooting near Pratt Street and on our way out we saw a street fight in Canton. Situation Normal.
