Condi and President Bush knew that Osama was trouble from an August memo. However they did not ignore it, they were putting things in place.

The memo was August 6, if I recall correct, but no where did it say in the memo the exact day, time and places where the attacks were going to be, which were only 5 weeks later. Should he have grounded the air traffic and for how long? Had he grounded the air traffic for a month or more all hell would have broken lose, especially if nothing would have happened.
