There's likely no criminality here, BHO will blame the utter lack of leadership on Hillary, the media may or may not agree, but in the end there's not much there in the context of bring down. Might some dems run from him, sure. His biggest problem is that the major players are already gone, there's no one to throw under the bus. It could add to his building lame duck status.

Constitutionally, the President is head of the military and head of foreign policy. Many presidents have sacrificed American lives to foreign policy. Elections have consequences.
Hillary will not do jail time. If one or the other of them has to go under the bus, you will see her get an immunity deal and sing like a canary.
