The sanitized talking points say “within 25 minutes, the Annex responded” meaning that AT 25 minutes into the attack the Annex lifted the stand-down order preventing the Annex from responding.
This means, of course, that there was no reinforcement BEGUN until AFTER 25 minutes in which the consulate was overrun, set on fire and the Amb. and his aide were killed by smoke inhalation.
It appears that if the Annex had been IMMEDIATELY able to respond (not being held back 25 minutes) the Amb. and his aide might have been saved, as the Annex team of six was able to clear the consulate of 60 attackers when they eventually got there.
