Meaning that you can no longer transfer a known technology from one American to another? Very strange universe we live in, apparently.

Transfer a known technology from an American acorss an international border? The same laws pertain to copies of any number of commercial software packages, which I'm sure have never been purchased over the counter at Office Depot, Radio Shack, etc. A crappy little .22, however? Call out the police! Call out the National Guard! Call out the SEALS!

I don't know. Where or how do you draw the line? This thing opens up a whole bunch of questions. What constitutes "weapon technology".
