Cops think they are the ones in jeopardy during events such as this so they gang up to take the trouble maker out so they, the cops, don't get hurt. When the trouble maker dies, the cop's attitude is; he shouldn't have been causing trouble so what he got is his own fault.
Analogous to a thief robbing a home and the owner comes home so the thief kills him and then says it's the owner's fault that he's dead because he shouldn't have come home.
